Error message 'Device attached to the system is not functioning'

Question:

I get the Windows error message "A device attached to the system is not functioning" when I start my application. What happens?

Answer:

That error from Windows can be misleading. The real cause can be as simple as "A needed DLL was not found on the PATH". Check the PATH and that all packages you have installed are still found on the PATH. Also, if any packages need DLL's check for those DLL's on the PATH.

my error says that a dll linked to the program is not functioning. It says 'file is linked to missing export KERNEL32.DLL:VerSetConditionMask'

Anyone know how to fix? Thanks!
